The number of social insurance debts in 2019 is reduced to about VND 6,000 billion (equal to 1.6% of total receivables), the lowest level in the history of 25 years of industry development. The number of people participating in voluntary social insurance has made a remarkable growth, by the end of 2019 is 574 thousand people; Particularly in 2019, there has been over 300,000 new development, equaling 10 years of implementing the voluntary social insurance policy since 2008-2018. The number of people participating in unemployment insurance is 13,429 million (accounting for about 27.5% of the labor force in the age group). In particular, the number of people participating in health insurance is 85,945 million people (reaching 90% of the population coverage).

Along with the increase of participants, social insurance, health insurance, and unemployment insurance revenues have also increased over time. By the end of 2019, the total compulsory social insurance revenue of the whole sector reached VND 242,982 billion (an increase of nearly 312 times compared to 1995); voluntary social insurance revenue was VND 2,379 billion (an increase of 216 times compared to 2008); Unemployment insurance revenue reached VND 17,405 billion by the end of 2019 (an increase of 4.95 times compared to 2009); revenue from health insurance reached VND 104,807 billion (an increase of 49.6 times compared to 2004).

This confirms that every year, hundreds of thousands more workers and millions of people enjoy the most basic welfare benefits prescribed by the Constitution through the social insurance, health insurance and unemployment insurance regimes; proceed to successfully implement the targets of social insurance and universal health insurance in the spirit of the Party's Resolutions.

Speaking at the conference, Prime Minister Nguyen Xuan Phuc acknowledged, over 25 years of establishment and development, social insurance has played a key pillar of the social security system, contributing to showing the good nature of The regime has contributed to encouraging achievements recognized by the international community.

With less than 1/3 of the employees participating in social insurance today, the destination is far away, so the efforts need to be higher. According to the Central Resolution No. 28, the social insurance coverage rate must reach 35% of the population by the end of 2021 and 45% by the end of 2025, the unemployment insurance rate will be 28% by 2021 and 25% by 2025.

Therefore, the Prime Minister emphasized that we need to have new, creative solutions, overcome shortcomings and limitations. Social security policies need to apply digital technology to be uniformly managed, ensure efficiency, and reduce regular costs for organizational structure. It is necessary to thoroughly address abuse and profiteering of health insurance funds and evasion of social insurance contributions.
