Workshop to comment on draft project of environmental protection in new rural construction

On the afternoon of July 19, the Central New Rural Coordination Office, the Vietnam Academy of Agricultural Sciences, the Ministry of Agriculture and Rural Development (MARD) coordinated to organize an online seminar to comment on the draft "Project Strengthening environmental protection and clean water supply in new rural construction in the 2021-2025 period.

The issue of rural environment is still an issue that needs attention and must be effectively implemented. According to a report at the workshop on the issue of domestic solid waste with 11 million tons/year in rural areas, up to 70% is currently being disposed of by landfill; For livestock waste alone, up to 47% of households have no treatment measures, 19,000 tons of packaging have not been thoroughly treated... The problem of untreated wastewater includes both domestic and production wastewater. Out of more than 80% of households have access to hygienic water... with about 2814 works in stable operation. These are the problems that are posed to the rural environment. In the period of 2015-2020, the New Rural area also poses difficulties, such as The ability to recycle - exchange waste has not yet been established; the Green economy and clean agriculture have not yet been established, investment mechanism in the environment is still limited...

Speaking at the webinar, Mr. Hoang Van Thuc, Deputy Director of the General Department of Environment (Ministry of Natural Resources and Environment) said that the Law on Environmental Protection (2020) has regulations on agricultural environmental protection. villages have assigned responsibilities and powers at all levels. The scheme is the successor to the previous 712 scheme. Focused project: (i) Reviewing the synchronous planning from classification - collection - treatment; (ii) Strengthening management and treatment of wastewater generated in rural areas, towards dispersal at source... (iii) Expanding sources of investment in infrastructure and technology development for environmental protection school... (iv) Environment of craft villages; (v) Rural landscape; (vi) Expanding manufacturer's responsibilities for packaging and inoculants for agricultural production...

The project's objective is to build a bright - green - clean - beautiful environment in rural areas with 90% of the population enjoys standard clean water, 30% of waste is sorted at source, 80% of waste is collected and treat with at least 14 models of waste treatment at the district level or higher; 70% of pesticide packages are collected and at least 50% are treated, 50% of traditional craft villages have waste collection and treatment systems in accordance with regulations. At the same time, 100% of advanced rural communes have Bright - Green - Clean - Beautiful landscapes...

On that basis, the bridge points focused on giving suggestions to the project and some experiences being implemented in the provinces:

Ha Tinh: The issue of socialization should be given the highest priority, Ha Tinh thinks that the proposed project is quite complete, has data, but thinks that it is necessary to consider more about the issue of socialization, or evaluate the pilot project. The environment of some localities has registered but so far there have been no projects or schemes. The necessity of making a project needs to be clearer and promulgating what to do, it is necessary to solve pressing problems and problems of localities and somehow get the whole political system to pay more attention. on environmental issues. Need to study more carefully about the point of view of the project establishment, what should be the point of view for solving the environment and clean water? The ultimate goal is to improve people's living standards and protect the environment. Especially the problem of waste classification and treatment at source. Thereby, capital needs to be expanded, assign more specific targets, and deduct resources for implementation.

Phu Yen: Agreeing with the implementation contents of the project, in 2020 Phu Yen will focus on building a program to build new homes, initially deploying residential areas with model gardens and model households, striving for more than 80% of communes to meet the new rural standards, 40% of new rural communes increase 10% of the number of communes to achieve model rural areas. Phu Yen has some difficulties such as a waste treatment plant, no capital. Phu Yen suggested that the Central Government should have specific instructions on the project implementation process; There are separate policy mechanisms for each region, currently, the NTM program is being submitted to the National Assembly for approval, the Central Government will soon approve the program and focus on implementing it for the period 2021 - 2025.

Thai Nguyen: In recent years, Thai Nguyen province attaches great importance to environmental criteria. For the target set out in the next period, Thai Nguyen province strives to have 95% of communes meet rural standards, 40% of communes achieve advanced, 10% of communes achieve model, the province sets a higher target than northern mountainous provinces. Some contents such as environmental issues and clean water are being concerned by people. Through this, Thai Nguyen agrees with the ideas of the proposed project, and at the same time, the province highly appreciates Ha Tinh's environmental treatment problem regarding waste treatment at the source.

Hanoi: With the environment of craft villages, Hanoi advocates re-planning and focusing on industrial clusters to facilitate the treatment of environmental pollution. Some points have organized socialization to mobilize the participation of enterprises. However, there are no policies and mechanisms to socialize and support environmental treatment to meet the circular economy, leading to low efficiency. This is what the project needs to pay attention to, to help reference units and facilitate deployment. For advanced and model rural communes, Hanoi is urban-oriented, so environmental issues are prioritized. However, Hanoi is self-financed, so it is necessary to study and assign the presidents of autonomous provinces/cities to make decisions so that the implementation can be effective and quick.

Assoc. Prof. Dr. Mai Van Trinh, Director of the Institute of Agricultural Environment (Vietnam Academy of Agricultural Sciences, Ministry of Agriculture and Rural Development) on behalf of the drafting team presented the draft Project on Strengthening environmental protection and providing clean water for agriculture. Villages in the construction of new rural areas in the 2021-2025 period to submit to the Prime Minister for approval said: The overall goal of building a Bright - Green - Clean - Beautiful environmental landscape, improving the efficiency and quality of implementing environmental criteria in new rural construction (NTM) to contribute to improving the quality of life of rural people.

Concluding the workshop, Chief of Office Nguyen Minh Tien, on behalf of the drafting team, fully absorbed the opinions of the units, reviewed them further. The problems of localities and units are still concerned and sent via Gmail to synthesize and upgrade the project to a higher level. The director affirmed: The value of the environment, the value of ecology, sooner or later we need to behave to protect the environment. It can be said that the project has a lot of unclear opinions, we not only consider solid waste as treatment but also recycle to create a circular economy and a green economy. In the coming period, the pillars we need to pay attention to are (i) livelihood development for people; (ii) economic development; (ii) environment; All contribute to bringing the New Rural to a higher level, helping to build a Bright - Green - Clean - Beautiful countryside.

The opinions of the delegates at the workshop will be absorbed, adjusted, and completed by the Organizing Committee and the drafting team before submitting to the Prime Minister for approval the Project on Strengthening environmental protection and rural clean water supply. in the construction of new rural areas in the period of 2021-2025 in the coming time.
