HANOI, May 5, 2020: This morning, the Vietnam Chamber of Commerce and Industry (VCCI) in collaboration with the United States Agency for International Development (USAID) held an online publication ceremony for the Annual Report of the Vietnam Provincial Competitiveness Index (PCI) 2019. The PCI has been jointly developed by VCCI and USAID since 2005 to assess the quality of economic governance, the level of ease and friendliness of the business environment, and administrative reform efforts of provincial governments in Vietnam, thereby promoting the development of the private sector.

               

The 2019 PCI report is based on feedback from nearly 12,500 businesses, including about 11,000 private businesses operating in 63 provinces and cities and over 1,500 foreign-invested enterprises (FDI). ) is operating in 21 localities in Vietnam.

Continuing to lead the PCI 2019 rankings for the third consecutive year is Quang Ninh (73.40 points), followed by Dong Thap (72.10 points), Vinh Long (71.30 points) and Bac Ninh (70, 79 points). The next provinces and cities in the top 10 provinces and cities include Da Nang, Quang Nam, Ben Tre, Long An, Hanoi and Hai Phong. The five biggest problems faced by private businesses include: finding customers (63%), access to capital (35%), finding appropriate personnel (34%), searching for partners. business activities (28%) and market fluctuations (27%). Micro, small and medium-sized businesses have more difficulties than large enterprises. Business difficulties will certainly be more serious in 2020 and in the coming time due to negative impacts due to COVID-19 disease outbreak. Many businesses are at risk of suspension of operation or even bankruptcy. Therefore, more than ever, businesses are in urgent need of timely and effective support from the Government, ministries and local authorities.

               

The 2019 PCI survey shows that FDI enterprises continue to make a positive assessment of Vietnam's business environment. The most impressive improvements are in the area of ​​business registration, access to land and unofficial cost cuts as well as the burden of compliance costs for businesses. FDI enterprises also said that Vietnam needs to continue promoting administrative procedures related to the operation period after registration, import and export procedures, social insurance, tax ... FDI enterprises also wants Vietnam to have effective strategies and policies to improve the quality of labor, especially skilled labor.
