On July 17 morning in Nam Dinh, a plenary session of Scientific Conference "Theory and practice in building new rural areas in Vietnam" took place. This is an important forum in the 10-year summation plan to build new rural areas focusing on 4 contents: Solutions to strengthen rural-urban connectivity; overall, integrated, ecosystem-based approach to new rural construction; Sustainable value system for rural development in Vietnam; Innovating the state management system for construction of rural areas: Current situation, orientation and solutions. The workshop aimed to deeply assess the nature of rural changes; identify impact factors; analyze problems of new rural areas; summarize successful lessons, good and creative ways; help forecast future contexts, opportunities and challenges and set out key issues to prepare for new model rural construction programs and new rural areas in the new period.

According to the report of the Ministry of Agriculture and Rural Development, the process of implementing guidelines and policies in new rural construction, especially the development of agricultural and rural economy in association with restructuring the agriculture sector in Vietnam has achieved many achievements. After 10 years of implementing the new rural construction program and restructuring the agricultural sector, the lives of rural people have changed significantly: Agriculture has had a stable growth rate, in the period of 2011-2015, accelerating.

The average GDP growth of the entire agriculture, forestry and fishery sector reaches 3.1% / year, the average period of 2011-2018 reaches 2.95% / year, the proportion of GDP of Agriculture in the GDP structure of the economy The economy decreased from 18.38% in 2011 to 14.57% in 2018. Agriculture has strongly shifted to producing internationally competitive goods, productivity and product quality are getting higher and higher. The production structure of each industry is adjusted and transformed in the direction of promoting the advantages of each locality and the whole country in association with market demand. Agricultural, forestry and fishery exports have achieved impressive growth thanks to the opening of international economic integration, making Vietnam ranked 2nd in Southeast Asia and 13th in the world in agricultural exports, with total export turnover agricultural products for 10 years (2008-2017) reached 261.28 billion USD, an average increase of 9.24% per year.

Research and application of science and technology (science and technology) achieved positive results, science and technology has contributed over 30% of added value in the field of agricultural production, especially in the production of plant varieties and livestock with added value up to 38%. The models of high-tech applications in cultivation, animal husbandry and aquaculture have increased economic efficiency by 10-30%; over 90% of rice area, 80% of corn area and 60% of sugarcane area used new varieties ... The form of production organization was renewed, by 2018, Vietnam had 39 agricultural cooperatives, 13,400 agricultural cooperatives and 35,500 farms, the number of households working in agriculture, forestry and fisheries accounts for less than 53.7%.

According to Minister Nguyen Xuan Cuong, within 10-15 years, the transition of agriculture and rural areas must avoid the risk of lagging. Future goals must ensure the real subjective role of the people, ensuring that farmers have sufficient capacity and opportunities to participate and enjoy the country's development achievements; rural residents have stable incomes; the agricultural sector has international competitiveness;
