Ho Chi Minh City Customs Actively Supports Businesses

Implementing the Government Resolution 02 of 2019 on continuing to perform the main tasks and solutions to improve the business environment, improve national competitiveness..., HCM City Customs has planned to implement many breakthrough solutions in 2019.

Reduce 70% of clearance time

Determining a favorable solution is one of the key tasks to implement the resolutions, and right from the beginning of 2019, the HCM City Customs Department discussed the plan, "The business community and the Customs Department of Ho Chi Minh City continue to be reliable partners, co-development in 2019” with a series of specific solutions.

Accordingly, through the meeting, HCMC leaders and Customs Department are to present their production, import and export plans and forecast the advantages and disadvantages in 2019 to calculate and estimate revenues, and would like to listen to enterprises’ comments. Annual state budget and other contents: On that basis, proposing solutions to propose to the Government, the Ministry of Finance, ministries and branches and Ho Chi Minh City People's Committee and the General Department of Customs to remove difficulties and facilitate production and business activities to develop the economy sustainably. Along with that, Ho Chi Minh City Customs Department will work with leaders of port and warehousing companies to facilitate the business community in commercial activities, such as fast delivery, prestige and low cost. At the same time, to propose to the Ministry of Finance and the General Department of Customs to exchange with specialized management agencies with authority on administrative procedures reduction, application of risk management, and reduction of specialized inspection time.

In order to create favorable conditions for commercial activities, in the spirit of Accompanying - Sharing - Connecting, Ho Chi Minh City Customs Department continues to organize dialogues, seminars to guide the procedures and plan to provide some specific business support programs, such as: Establishing a professional support team, consulting procedures and implementing a system to directly exchange information with businesses and associations through mobile portals aiming to reduce 70% of customs clearance time compared with the time stipulated in the Customs Law (the time for goods clearance is 70 hours for export goods and 90 hours for imported goods). Focusing on systematizing, standardizing administrative and professional management activities towards issuing standard documents to guide the staffs and officers in a scientific, transparent and effective way.

Centralized customs management system

Along with facilitating through solutions for dialogue and professional guidance..., Ho Chi Minh City Customs Department has strengthened the breakthrough modernization reform on the basis of strong application achievements of information technology in the context of the industrial revolution 4.0. In 2019, Ho Chi Minh City Customs Department will build and implement a customs management system focusing on multi-integration, multi-platform, linking internal administrative management with direction and support and handling professional operations, connecting professional activities with support and information provision for import-export enterprises.

Information technology products using machine learning techniques, artificial intelligence, big data processing techniques and connecting objects, will be first introduced into applications in business areas such as data analysis on prices, codes, processing, manufacturing... with the hope of laying the foundation for modern customs management model using high technology in the future.

Fundamentally renovating human resource management by capacity based on job placement description, by first of all for job positions that do not hold leadership positions, in order to ensure proper placement of people and jobs for improving work performance; Training and retraining to improve the quality of human resources, electronicization of a number of human resource management activities; improve science, fairness and transparency for human resource management activities, meeting the requirements of modernizing customs management.

The anti-smuggling and trade fraud has always been one of the key tasks that Ho Chi Minh City Customs Department focuses on, and is determined to additionally strengthen with the motto “hit on target”, but not increase streaming rate of declarations.

In order to achieve this goal, in 2019, Ho Chi Minh City Customs Department will pilot the establishment of a centralized risk information and operating information center, enhance non-invasive testing techniques, use phototherapy and container endoscopy tools into customs inspection process; moving from passive to proactive struggle, remote prevention of criminal activities through effective exploitation of information technology systems, information exchange with other forces.

Extensive application of risk management techniques in all professional activities, including: Customs inspection and supervision, specialized inspection; effectively implementing compliance management through appropriate programs and action plans, management objectives; apply measures to support and encourage voluntary compliance, environmental-oriented voluntary compliance with the law in the import-export business community.
